strengthen the patrol by water. The waters outside harbour limits are at present patrolled by 3 launches one of which is employed in irs Bay.

I propose to divide the Western waters into two beats instead of 1 as at present. The extra launch will be

probably Chau

based at Cheunefnd will enable arrangements to be made by which 1 launch will always be on duty in waters west of the harbour. Deep Bey, which requires ore supervision, will we brought under closer control, and it is anticipated that a considerable increase in boat and junk licence fees will follow. The attached chart ex- -plains the division of the area to be patrolled.

I attach a schedule shoving the whole of the additional expenditure involved by theso increases in establish- -ment and by the addition of a 2nd. class Inspector and a Police Probationer. I shall address you separately on the sphere in which this additional Executive Officer, when qualified, should be em-
